It comes down to whether the pavement itself is still doing its job: are the lines visible, is the surface level, does water drain away from where kids are walking. Getting that right before the buses start rolling takes more than a quick glance across the lot.

Why School Pavement Takes Different Damage Than a Typical Commercial Lot
A retail parking lot deals with steady, predictable traffic spread across the day. A school lot does the opposite. Traffic arrives in two dense surges, morning drop-off and afternoon dismissal, concentrated into a narrow window where dozens of vehicles funnel through the same lanes at once. That concentrated load, repeated every school day, wears specific sections of pavement (entry points, turn radii, the curb line where cars idle) faster than the rest of the lot.
Central Pennsylvania adds another layer to that. A campus in the Milton, Sunbury, or Williamsport area goes through repeated freeze-thaw cycles every winter. Water gets into small surface cracks, freezes, expands, and pries the pavement apart a little more each cycle. A crack that looked cosmetic in June can be a real tripping hazard or a pothole in a drop-off lane by September if it was never sealed.

What a Pre-Semester Walkthrough Should Actually Cover
A useful walkthrough goes past the main lot. It follows every path a student, parent, or bus actually uses:
- The full bus loop, not just the section closest to the building
- Every parent drop-off lane and the queue area behind it
- Painted crosswalks, stop bars, and directional arrows for fading
- Fire lanes and any curb painted for emergency access
- Accessible parking stalls, access aisles, and the curb ramps connecting them to the walkway
- Sidewalks and paved paths between the parking areas and the entrance
- Any low spot where water pools after rain, especially near a pedestrian crossing
Photographing and logging each issue with its location makes a real difference later. Facilities staff who show up to a district budget meeting with a marked-up site map and photos get faster approval than someone describing the problem from memory.

Drop-Off Lanes and Bus Loops: Where the Risk Concentrates
Drop-off lanes take a specific kind of abuse. Vehicles idle, brake, and turn in the same few feet of pavement hundreds of times a day, which pushes and compresses the surface differently than a lot where cars simply park and sit. Over a few seasons, that repeated turning motion can shove asphalt out of alignment at curb lines and create shallow depressions that hold water right where a parent is stepping out with a kid in tow.
Bus loops carry their own weight problem. A loaded school bus is considerably heavier than a passenger vehicle, and Pennsylvania’s own bus loading zone standards call for loading areas that can withstand daily use by a bus and that give drivers enough sight distance to see the bus before they need to stop. A loop with settled or rutted pavement does not just look worn. It can quietly undercut both of those requirements, since uneven surfaces make it harder for a bus to stop consistently in the same safe spot every morning.
Line striping matters just as much here as structural repair. A faded stop bar or an arrow that has worn away does not slow anyone down, and a school that relies on paint from three summers ago is asking drivers to guess where they are supposed to stop. Many facilities teams fold a striping refresh into their broader asphalt maintenance plan each summer specifically so this is one less thing to worry about once the buses start running.
Walkways and Accessibility: The Part Administrators Most Often Overlook
Parking lots get attention because they are visible and busy. Walkways tend to get checked last, if at all, even though they carry every student who arrives on foot or gets dropped at the curb.
Two separate sets of guidelines apply here, and schools are sometimes surprised to learn both exist. One set covers the school site itself, things like accessible parking spaces, access aisles, and curb ramps at the building. A second, related set covers the actual route to school, meaning the sidewalks and paved paths a student with a mobility need has to travel to get from the drop-off point to the door. A campus can have a fully compliant accessible parking stall and still have a cracked, uneven sidewalk stretch between that stall and the entrance, which defeats the purpose of the accessible spot in the first place.
Freeze-thaw cycles are especially hard on walkways because pedestrian paths often sit at the edges of a property, where drainage was never a priority when the lot was first paved. Heaving, cracking, and settled panels along a walkway are a slip and fall risk long before they become an eyesore.
Coordinating Repairs on a School District’s Timeline
A school district does not operate on a typical commercial timeline. Budget decisions often move through a school board or a facilities committee, funding cycles rarely align neatly with the calendar, and the actual paving window gets squeezed between the end of summer programs and the first day of class.
Given those constraints, prioritizing work in a general order helps get the most urgent items handled first:
- Safety issues that could cause an injury this week: faded crosswalks, potholes in a drop-off lane, standing water near a pedestrian path
- Structural problems that will only get worse under a full year of bus and vehicle traffic: active cracking, visible rutting, settled sections near curb lines
- Lower-urgency items that can often wait for a planned maintenance cycle if this year’s window is tight: general sealcoating, minor cosmetic touch-ups
Bringing a written scope of work, rather than a vague description, to a board meeting or budget review tends to move approval along faster. It also gives a paving contractor a clear starting point once the district gives the go-ahead.
